Michel CATINAT is a civil servant with the Commission of the European Union, having joined in 1986. Since the 1st of October 2010, Michel CATINAT is Head of Unit “Key Enabling Technologies and Digital Economy”, Directorate General for Growth. Amongst other duties, he is currently in charge of the European policy on “Digital transformation of industries and enterprises” and on “Key Enabling Technologies”.

Arnis DaugulisArnis Daugulis holds the position of Deputy State Secretary (ICT & E-Government) at Ministry of Environmental Protection and Regional Development of the Republic of Latvia. In this role, he carries responsibility of defining ICT and E-Government policy, strategy and implementation plans for the government of Latvia.

Before joining the government of Latvia, Arnis was a Chief Information Officer (CIO) and member of the management board at AS “Latvenergo”, one of the largest power utility companies in Baltic countries. During 12 years at the CIO position, Arnis has accrued huge experience in running ICT function for large company, taking care of both ICT governance, business alignment, strategic development, and ICT operations. Mara JakobsoneDr. Mara Jakobsone is vice-president and ICT and e-skills project manager at the Latvian Information and Communication Technology Association (LIKTA). Her responsibilities include development, coordination and implementation of information society and e-skills related policies, initiatives and projects.

From 1984-99, she was researcher and assistant professor at the Faculty of Business administration, University of Latvia. She holds a Doctorate in economics from the Institute of Finances and Economics, St.Petersburg, Russia (1988) and University of Latvia.
